Once upon a time there was the towing company in Springfield, Illinois. One of the workers had a brlliant idea.He ran to his boss and said "Lets reward merchants who call us about people parking illegally!"
"Brilliant!" said the Boss. Immediately they called around town and asked merchants to call them when they saw a car parked illegally.
The towing company raked in the big bucks! and so did the merchants who called them. Unfortunately this sort of relationship is called by the legal community a "kick-back" scheme.
Although the idea was brilliant, it created an unnecessary hardship and a form of extortion. The situation created a criminogenic incentive to towe vehicles that were legally parked minutes before the meter ran out, or in situations that afforded undue opportunity such as areas surrounding the train station.
The owner of the towing company was convicted of racketeering.
