Once upon a time there was this Governor who wanted to move a state capitol to a large metropolitan area. He also wanted to remove remnants of what was perceived to be a corrupt State administration.The Governor decided he would fire some employees, choose not to renew the contracts of other employees, and consolidate several departments that effectively removed still more employees.
Finally, all the old state employees were replaced with a bunch of fresh faces that all lived in the big metropolitan area.
The rest of the state languished in poverty as the big metropolitan area became the top priority.
One day, food stopped arriving in the big metropolitan area.
